It sounds like you will need replacement cables, or to find a pump lubrication at a marine dealership. A pump lube system will put an oil in the cable jacket and may give you a few seasons. Last stop is the new system.BCB
I am not an expert but I dont think that erude makes the hydraulic steering it is probably sea star or some one else. try getting prices from another source online could be better but it does sound like you need seals of some sort.Irv

My boat is a 2005 pantera classic with a 200 dfi evinrude. Just thought maybe someone had some experience with rebuilding one of these steering cylinders. I will call back dealer to verify what price is for.
The seal kit on the cylinder is end caps and a spanner wrench. The job can be a home job if your competent though shop job if your not really good and have a helper to assist the bleeding.
Lotsa reasons for loose steering. The key is does the motor turn when you turn the wheel?Certainly it could be air but its gonna be hard for you to see your resevoir amount. When I had air in my lines it would skip/hop.I also had a motor with a loose steering tube and it would scare you when you got it up to speed.
