The Silicone is not loose on the boat usually. There may be a very thin line that does not adhere to the rub rail, and it can peel off. You can rub it off also and trim it with a razor blade. It usually last a while before it starts to peel, and it should only be about an 1/8″ width, and a film thickness, or less line of silicone where they taped the rub rail, then caulked the joint.
