Installing Trailer Step

I got the new step (no pole) to install on my trailer, PIV with dual axles. Now the question is, where exactly on the tongue should it be installed? I know it needs to clear when I use the swing away but theres not much space there on the tongue. The box it come in (by UPS) had one side ripped open and if there were any instructions, they fell out, along with the two mooring ropes that didnt arrive but were on the shipping list.

Yes, it is the metal cutting the cardboard when the throw the boxes around. Usually not the route drivers on either end, though handlers in between. BCB
