Help with 1999 Pantera classic w/ 150 Mercury EFI

I recently purchased a beautiful 1999 pantera classic. 150 Mercury EFI, 23P trophy prop. The boat tops out at 5200 rpms and 56 mph. I think the motor may be sitting too low. How low or high should the motor sit? It does have a manual power-lift jack plate. I read the motor should be between 2-3.5 inches below the pad. At what part of the foot do you measure to? Any help will be greatly appreciated. I love my new Bass Cat Boat. I have heard only positive things about the boats, owners, and BCB community. Any help or advice would be greatly appreciated.Thanks
