In my 13 p2 ihad this issue with the whitecap latches. I disembled these latches and pack them with the plumber grease it did stop the leak thru the latch.
I have since upgraded to the marine town latches. I have 2 of those that seep a bit. I have not yet disembled one of these latches. Though i will. One thing i did learn was in the rain was to keep the latch in compresion.. From previous experience the plumber grease will stop the leaky latch
