gas fumes

Rather than hi-jacking another thread, I have a couple of questions on this topic.  On my 2017 Cougar, I have 2 rear tanks.  The one rear tank on the passenger side I can see the grey check valve on the top of the tank.  I have replaced that valve twice on this tank, once because I cracked the housing, and another time because I thought that the valve went bad due to smelling some fumes.  Both times I replaced that valve I used the proper tape for sealing the threads that go onto the fitting that the fuel line connects to.  Do both tanks use that valve on the top of the tank?.  I would assume that if I wanted to check the driver's side I would have to pull the batteries, the trays and everything in the way so I could free up the tank and pull it out to examine the top. So far both tanks work, and I can tell that the valve is working due to the suction when I open the gas cap, on either tank.  I do still smell some fumes but only if I fill the tanks full.  If I only fill them 3/4 or below I do not have any fuel smell.  Is there a common issue with items getting compromised over the years of use?  Should I begin by replacing the fuel lines going to the tanks and checking those check valves to make sure that they are opening and closing as they should?
