1999 cougar prop set-up

OK, 1999 Cougar w/merc 250efi long shaft and CMC 5" M/Jack plate running tempest plus 25P. Please give me some advice! This set up will chine hard around 65 MPH. I have reached speeds of 70.9 gps in rough water four batteries, full tank and tourey load but smooth water would be committing suicide. I have driven and owned a few other brand boats that did not have a major chine issue. The jack has maybe a 1/2 more lift. Remember this is a saltwater series motor with a 25" mid-section. Do I change props, go with 10" jack plate, change midsection with 3.0 liter 20". Help me.Mr J
