Personally, i would do both ! Especially if you can re-use some of the holes that the plastic trey was mounted with, otherwise seal them with epoxy or silicone and redrill new holes and seal the screws with silicone.

We do both with a #14 or #12 SS Screw. Urethane is liberal enough to pocket the tray in a bedding. BCB

3M 5200 Adhesive. $15.00 a tube and worth every dime. I moved the battery trays in my Sabre. Used 5200 to fill all old holes, pre-drilled the new screw holes and added a bead before installing 1/2″ – #12 SS screws, applied a liberal bead on the bottom of the trays, and installed them.Theyre not going anywhere.

Make sure it is a urethane and not a silicone product.

Sorry. I had menat to mention that the 5200 is urethane sealant adhesive.

Yeah, I know the 3M 5200 is bad stuff. Put my fender back on with it after the urethane windshield stuff broke loose. If you had to take it off, chances are you would get it off in pieces. Its such an aggressive adhesive its probably not the best thing to use if it needs to come back apart at some point.
