If youre talking about the “hook” on the sides of the stern, or outer pad they provide lift, stabilize reentry and control in turns, and lift getting on plane. This is with my limited understanding on design and construction, and BCB will correct my explanation as necessary ! But you asked a really good question, and design hydrodynamics are an integral internal understanding among those who develop these designs.
