Caracal railing

This black plastic piece is loose under the end of the railing. It looks like it is held on with what looks like butyl tape?

What is its purpose or can I just remove it?

As far as I can tell it’s simply a cosmetic feature, the hole it covers may not look good without it.

Cosmetic and also maybe some protection from vibration.  I’m curious about the extended tab under the lighted rail.  I don’t think my 2020 Caracal has that.  Will have to check when pull from storage.

I seem to recall that it had something to do with some obscure safety certification as to getting fingers caught under it.

This is correct, it’s minimally under the NMMA standard, allowed for finger clearance. This “block” is strictly a compliance part. We can not ship boats in compliance without the added part.
