There is a fill port on the inside of the jackplate motor that is very hard to get to. Usually yellow in color. need a squeeze bottle and tubing to refill. In order to fill you need to get the jack plate all the way up. Use a floor jack to raise the engine. After all that your chances of a fix are slim and will need to be filled frequently. Seals are likely gone. Finding parts will then be an issue. Dismantling the jackplate will be another hassle. I’d give it one try and if the fluid leaked out again I’d trash it and figure some else out.
