On a 2003, the contacts are probably pretty corroded. You can carefully pry the lenses off, I actually pull the entire light assembly out, and you can pull the bulb and get something in there to scrape the corrosion off the contacts at each end and the little wheel. I use Corrosion X on all the contacts. On a new boat, periodic applications of Corrosion X seems to keep them working.They illuminate by flipping up or down and should turn off when centered. They have power when the master power switch is on. If you end up replacing the lights with the same type, put a little Corrosion X on the contacts before you install them.Or stick a switched LED light in.Forgot to add, there is a thread on this board somewhere that shows the flip lights in detail and how to clean the contacts.
