Not sure of all the details, but you could contact Illinois High School Association for answers, we have had fishing for several years. I believe they rely on local boats, driven by adults that donate their time, with a 35mph limit and no assistance from the driver, locations and baits chosen by the kids??? They fish as a 2man/woman team. Fish some local matches and then a regional, sectional, and state. The state tourney has been held at Carlyle Lake for the last few years.
