You can’t see the holes from underneath.
My guess is that the screw are short enough to not go completely thru the locker. Pull one screw out and verify. If in fact that is the case, you will not need to worry about it leaking. After moving the strap to its new position, a little scrubbing with a brush and vacuuming should make the carpet cover the straps previous position.
