Problem with wiring of trolling motor and batteries

I have a question about the way BCB are wiring the trolling motor. In the MotorGuide Wiring and Battery Recommendations booklet you will see that the illustration for a 24-volt system page 3, does not have a circuit breaker in between the two batteries. I was helping a friend the other day at was have problems with the trolling motor on his 2009 Puma. We found that the circuit on his Puma had a circuit breaker between the batteries. Which way is correct? I can understand it on the 36V system but not on the 24volt and even then not between the batteries. It is not needed between the batteries. The problem it was cause him was that the circuit was passing some voltage but not the amperes needed to run the motor. We tested it with a voltmeter and found it to have 24V all the way up to the front of the boat power outlet. When you plugged in a new trolling motor it still did not work, but when I remove the circuit breaker between the two batteries it worked. I think what started the problem is that he had a older type MotorGuide trolling motor with the depth finder on it and it had gotten some water in to the motor.
