Prop or motor problem

I was running the boat yesterdau and it is a PII. I have a raker on there right now but ordered a 25p renegade. I started to notice that the motor seems to bogg down at take off but once on a plane the motor and the raker prop runs good. Is this usually the problem with the prop or is it the motor. The compression of the motor is 100 in all cy. and one is at 95. I heard that older motors you can expect this and would the cause this problem. Please help as soon as possible. thanks for all the help.
