Recessed area for trolling motor foot control

There is a carpeted block that takes up the last 3-4 inches of the recessed area. I am considering removing it and moving my foot control aft in that area. How do you remove it? Thanks.

There is a small silver bolt just unscrew it and thats it

I have taken that small block out just to look at what is under it. There is an access plate under there and if you move the foot pedal back there it will not sit flat. Not sure how to deal with that.
