Are they recessed? On my 08 Sabre you have to pull them up.

You should have raised cleats on the front gunnels and recessed at the rear gunnels. You can tie off with the hand rail – but I dont know that its that structurally strong. The front and rear cleats are specific for the purpose.

No, there are no cleats on the boat at all

You are correct, at that time cleats were an option. Youll have to add aftermarket cleats ( pop up best option for clean look) if you want cleats. I bought a 2000 Sabre last year and it didnt have any cleats. You can order the flush mount from Basscat for about $35 each. Easy to install too

Do you need access from underneath the top cap to install the cleats? The

yes you will need access to secure the nuts and washers on the bolts from the cleat

Ok. It looks like the rear cleats will be almost impossible to install unless I go almost back to the vents
