Throttle Cable Sticking

My throttle cable is sticking, when I put the gear shift in neutral the engine tends to rev up, I then have to stomp on the hot foot to get it to normal rpms. I afraid I will damage the lower unit. I have a E-tec 225. Cant figure out how to remove the cowl. Can anybody suggest a remedy for this problem.

The cowl removes with front and rear latches, though we do suggest that you take this to a dealership for a repair. We do not like suggesting repairs on throttle and steering assemblies unless we are sure of the issue or ability. BCB
