There is a high probability that the emergency brake cable has been engaged. When this happens the cable kinks and retains position. IF the cable was ever pulled, then the small clip will be missing that retains the cable from extending under natural pressures.
When the cable is pulled it rolls around a smaller radius and internally kinks, where you do not see it. That kink retains position and keeps the pressure lightly on the master cylinder, and brake pucks.
We caution to depress the release tab EVERY time you tow and it is on the tongues of all brake couplers (side label) also on the top of all 2020 model and later warning tags, which is located on TOP of the coupler.
