Trailer brakes locking up when backing

I just got my boat back from the dealer.While it was there I had them check the brakes and everything was good to go.However, when I try to back the trailer, the trailer brakes are applied and I can go no more than a couple feet until it locks.I checked the reservoir and the fluid level is really high. Hard to explain but the fluid level is above the bottom of the plastic/rubber tube that the plug fits into. I think the tech may have over filled it a little.Could this be the reason my brakes are locking up or should I start looking at the trailer connection (Electrical issue)? I noticed that the plug from the trailer and the female plug on the truck doesnt have any of that grease on it any longer.Also, what type of brake fluid should I use? Dot3, 4, synthetic?ThanksFISH ON!
