For the breaker to work on the jumper, something would have to cross neg on battery 1 to positive on battery 2 – at the battery terminals or on the battery side of the main breaker. The same “cross” could happen on the positive and negative of either battery with no protection — but isnt that the reason for the rubber covers over the terminal ends. As you know, the breaker is there to protect the wiring from catching fire. It is also known that the breaker provides another set of contacts to allow for resistance (especially as they get older).
