weight distribution and rough water

Good morning.I like testing out different setups in my boat...it seems to have become a hobby lately. Im learning more about the hydraulics of the Puma FTD. Everyone says to keep the front as light as possible and more weight in the back. I can see this is good for running at speed - weight in the back would keep the pad more stable. What about running slower through rough water and also fishing? Wouldnt some weight in the bow be better? It would keep the nose down more plus make the front more stable when parked and fishing? Or is the amount of weight it would take to make a difference too much?
