Replacing strap on Trailer Winch

How do I replace the strap on my trailer winch? I have a step on top of the winch which is welded on. I can't figure out how to replace the strap. The hook latch on the winch strap broke and needs to be replaced. I have the strap. I'm guessing there is an easy solution that I just cannot see.

Isn’t there a bolt that goes through for beginning of strap once you pull it all the out? You shouldn’t need to remove winch. I made the mistake of not making sure tag side down not that it really mattered. I just bugged me after I did it many years ago.
