I do not own a Pantera Classic. I have owned 3 different cats, a P2, a Cougar FTD, and my current boat a Cougar AE. Each one of them did not come with a safety strap or chain. I have installed a piece of chain on each one, made sure that the ratings were high enough for the weight of the boat, and put quick links on the ends to attach it to both the trailer and boat. Your front strap and rear tie downs are what secures the boat to the trailer, the safety strap is there in case your strap breaks in the front. Then the boat will slide backwards a bit, and the safety cable or chain will catch it. What I described above happened to me, except mine was the tower that the winch mounted to broke off. It was a lot of fun getting the boat back home. The boat and trailer were not basscat products. I have never locked down the safety strap to the trailer, but I do maintain the winch strap. If it has any kind of wear on it, it is pitched and a new one is put on.
