How do I test my on-board charger (I fixed it!)

Trying to decide if I have a bad battery, or if my charger isnt pushing what it should on one side. When plugged up & testing on the battery w/ my meter I get 12+V on the front battery but only 10v on the rear. Which means it isnt charging fully. But after being plugged up a while the display on the boat will read a full 24v. So Im thinking the rear battery is pulling its charge from the front once the front is full. Can I unhook the charger, and test each side w/ my meter? If so what should it read? Ive charged the batteries both with my manual charger and they both held a good 12v charge so...
