max trim angle on 23 bobcat w/150 pro xs

I feel like the boat is not trimming up high enough to get me on pad in a reasonable amount of time. I'm told that the max trim angle is 20 degrees.  To find that angle you would put the motor at full down, use a digital angle finder and read the angle from the plate.  then subtract that angle (in my case it is 9 degrees) from the max 20 degrees. This would give me 11.  At this point you raise the motor until your angle finder reads  11 degrees at the plate.. When i look at the trim gauge it reads between 1/4 and 1/2. Ok so i now go to the lake and give wot and start to trim up . I'm at about 5200 rpm on plain.  As i trim all the way the gauge will not go past the 1/4 mark, so i know i am not getting the full 20 degree max trim.  in checking later i find  at 1/4 on the gauge, that is 6 degrees. eventually i can get to 5600-5800 rpms where the boat packs the air and gets on pad. I am told that the new mercury's at 2500 rpm's electronically limits the trim angle. Is this why i can only get to 6 degrees instead of 11 which would give me the max of 20 degrees?  or should it get to the max of 20 degrees then be limited to go any higher at 2500 rpm's. I am trying to determine if i have a faulty trim sensor . I can't remember for sure but i think the boat would trim up pass the 1/4 mark in the past. ..
