No rev limiter on a 96 Mariner 200 2.5liter. I ran a 97 Merc 200 EFI, same engine, for years. I ran around 6k rpms and occasionally higher, up to 6300rpms(Pennzoil Premium Plus, but thats another post…inside joke) without any problems. Normal operating range would have been 55-5800 rpms. This was “pre-Fury” days, and I ran this with a 26 Trophy. The trophy is generally considered better for holeshot than the tempest, and you really do not give up any speed compared to a tempest.
