The right running light on my 21 Pantera classic is not working. All looks fine in terms of grounds and splices. I do have brake lights and turn signals. Is it possible the tail light assembly itself is bad? Doesn’t appear to be any water in it.
It’s very possible if the clearance lights are working.

Did you check with a tester? If not, take a 12 volt test light and check all of the junction points along the brown wire on the right side, looking for a break.

Apologies but I am not following…I have a 12v test light, unclear how I could test the “junction points” as the wires are not open. The brown wire provides all the power to the tail light unit? I have brake lights and turn signals, and all other running/clearance lights work fine.
If tail lights have the 3 wire connector at the light, unplug it and test for voltage on the brown wire at the connector. – I f it’s good, the light is the culprit.

As pointed out, check for voltage coming out of the light plugs. Your little test light should be able to manage that by inserting it inside the prong receptacles and connecting to the trailer frame.
I posted about trailer light voodoo a couple weeks ago on my 22 Pantera classic. My issue was burned wires in the tongue due to a short. All the lights were being crazy. Burned Wires cut and replaced, 30amp fuse blown in truck replaced.
I also bent the pins in the connector on the trailer, they weren’t making good connection to the truck plug. I still have to jiggle the plug at times to get the running lights to come on.
Ultimately, dealer said the burned wire short may be a warranty issue. He’s going to look at it when I have my boat back for 20hour service.
You might make sure your plug is making a good connection to your tow vehicle.
