Yes! It is very common, and we even mount them crooked on purpose. This tough to explain.
We cant them a little to one side so that the strap does not ride gainst the gear. If yours is against the gear side, then it is twisted. One side is on a rolled barrel and the other is on a flat side of the spool. We try to get the strap to ride the rolled side.
You can reset the bolts a tad, and your winch itself might even be tweaked some which could mean slotting the base holes a tad. It won’t take much.
A new winch would also take care of most of the problems, though that does sound rather extreme for most. Simply loosening and resetting the winch usually works fine.
You can also replace the strap if your is worn.
