Wiring bus bar question

Can anyone tell me what circuit this is a ground for? When I put my multimeter on the positive terminal and go across each negative here, im getting a tone off this one. I dont think thats right...I think I have a short but I can't figure out what it is. Thoughts?

You are missing all the ground loops that connect those circuits. There should be a daisy chain of grounds connecting those open screws.
